EBay - Very Weak Fraud Response

CALIFORNIA -- So my PayPal account was charged 4 times in one day (Oct 2012) by "EBay Shipping" ostensibly to ship the same item, which was one I sold on the site in July. The charges were $50-130 each and were for international shipping.
PayPal said they couldn't help because EBay Shipping is a "verified seller" and they transferred me to some EBay call center somewhere. There, they told me how to void the shipping charges, which I thought would be the end of it. But no...
I have to wait 15 days for a refund, if USPS agrees to refund the shipping amounts. I don't see why this is USPS' problem, this is EBay's problem. It is their system that was hacked. Their response "just wait for your refund." I talked to no fraud or security person and doubt this will go any farther. Just another bit of collateral damage.
Finally when I asked to speak to someone actually employed at EBay, someone possible in the US, the friendly call center woman said she was unable to do that.
I do not see how this sort of grotesque service does not eventually do them in. You can only sell a crappy product or service for so long before you are out of business. Just ask Detroit.
